 PMKVY (Pradhan Mantri Kaushal Vikas Yojana) comes under the scheme of “Skill India” which was launched by Prime Minister Shri Narendra Modi on 15th July 2015. The PMKVY (Pradhan Mantri Kaushal Vikas Yojana Scheme) was launched to help the youth in India to specialize in different skills. This scheme aims to provide aptitude to the Indian youth towards major skills and raise the standard of working and the efficiency to complete the job. The enrolled students are motivated by giving monetary rewards to increase them and providing them with quality training. The scheme also intends to increase the employment rate from 4.9% in 2014. India has the largest number of youth, and the Pradhan Mantri Kaushal Vikas Yojana Scheme will benefit them and make them the most employable and with better skill sets by the year 2022. PMKVY (Pradhan Mantri Kaushal Vikas Yojana) has been rigorously implemented in states like Bihar to make the X/XII dropouts skilled and employable.

Skills imparted by PMKVY (Pradhan Mantri Kaushal Vikas Yojana) are according to the current job requirements assessed by the National Skill Development Corporation (NSDC). Currently, about 430 job roles are being catered by the Pradhan Mantri Kaushal Vikas Yojana (PMKVY).

The Union Cabinet on 13th July 2016, Approved the Pradhan Mantri Kaushal Vikas Yojana(PMKVY) with an outlay of Rs.12000 crore to impart skill training to one crore people over the next four years(2016-2020). Pmkvy will impart fresh training to 60 lakh youths and certify skills of 40 lakh persons acquired non-formally under the Recognition of Prior Learning(RPL). The target allocation between fresh trainings and RPL will be flexible and interchangeable depending on functional and operational requirements, an official statement said.

The Scheme, completely aligned to the common norms as notified earlier, would move to grant based model where the training and assessment cost would be directly reimbursed to training providers and assessing bodies in accordance to the Common Norms.

Financial Support to Trainees will be given in the form of travel allowance, boarding and lodging costs, Post Placement Support would be given directly to the beneficiaries through Direct Benefit transfer(DBT).

Disbursement of training Cost to Training Partners will be linked to Aadhar and Biometrics for Better Transparency and targeting. Skill Training would be done based on industry led standards aligned to the National Skill Qualification Framework(NSQF).

What is Short Term training?

The Short Term Training imparted at PMKVY Training Centres (TCs) is expected to benefit candidates of Indian nationality who are either school/college dropouts or unemployed. Apart from providing training according to the National Skills Qualification Framework (NSQF), TCs shall also impart training in Soft Skills, Entrepreneurship, Financial and Digital Literacy. Duration of the training varies per job role, ranging between 150 and 300 hours. Further,Short Term Training (STT) component under Centrally Sponsored Centrally Managed(CSCM)is being implemented through National Skill Development Corporation (NSDC).

Who are the target beneficiaries under STT CSCM component PMKVY 2016-2020?

  • In line with the objectives stated above, this Scheme is applicable to any candidate of Indian nationality who:
  • Is an unemployed youth or, school/college dropouts,
  • Possesses an Aadhaar card (for candidates from Aadhar region only)  and a bank account,
  • Has a verifiable alternate ID such as PAN or Voter ID (applicable only for the states of North-East region and J&K – Additional IDs may be added from time to time)
  • Any other criteria, as defined by the SSCs for the respective job roles.
  • College students should not be allowed or enrolled under PMKVY as the Scheme focuses on school/college dropouts. Additionally, in case of corporates or factory premises, candidates cannot be their own employees or daily wagers.

How can a trainee enrol for course under STT CSCM component PMKVY 2016-20 ?

The contact details of Training Provider and Training Centres are mentioned therein. The Candidates can further contact the TCs and register for the choice of their course.

How do Training Centres conduct mobilisation activities under STT CSCM PMKVY 2016-2020 ?

Training Centres shall conduct various outreach campaigns across the districts in which they are located. The out-reach campaign may comprise a combination of door-to-door visits, mobile vans, and interaction with community-based groups and local leadership and should target school drop-outs and undergraduate college drop-outs. Kaushal Melas should be conducted in coordination with state/local representatives at least once every six months, in accordance with the Kaushal and Rozgar Mela Guidelines.

Whether Franchisee Centres are allowed under PMKVY 2016-2020 ?

Currently,targets are not allocated to Franchise centres, only TP Owned centres are considered for target allocation under STT CSCM component of PMKVY 2016-20.

Qualification pack is a set of NOS’s (National Occupation Standards), aligned to a job role, called Qualification Packs (QPs), would be available for every job role in each industry sector.

What are PMKVY Special Projects ?

Fresh Skilling Projects which may not be conducted through STT due to the rules & regulation drafted in STT may be considered for Special Project on case to case basis.

Objectives of Special Projects to encourage training

To encourage training in vulnerable and marginalised groups of society.

To encourage trainings in special areas and premises like Government bodies, corporates / industry bodies.

What qualifies as a Special Project ?

Any of the following criteria must be fulfilled for consideration as Special Projects:

  • If the job roles are outside the purview of existing PMKVY job roles.
  • If the TP is providing greater than or equal to 80% captive placement or 90% wage employment.
  • Training programs conducted in varied institutional settings such as in jail, government institutions, etc.
  • Proposals where training is executed via part-funding through PMKVY & remaining fund support from other organisation.

What is the Recognition of Prior Learning?

Recognition of Prior Learning (RPL) is a platform to assess and certify an individual, already skilled in a particular job role/trade. This skill may have been acquired by the individual via formal/informal or non-formal training and experience in the past. Individuals under RPL in PMKVY 2016-20 are certified with grade according to the National Skills Qualification Framework (NSQF).

Does RPL involve any training?

RPL is essentially about assessing the individual and then certifying as per NSQF. However, RPL program under PMKVY 2016-20 involves a mandatory orientation of 12 hours for all participating candidates. This includes 6 hours of orientation on domain specific skills, 2 hours of orientation on assessment and its providers and 4 hours of orientation on soft skills and entrepreneurship. Candidates are initially counselled and pre-screened after which they receive the mandatory orientation. Post which, candidates undergo an assessment test and receive their certification afterwards. Candidates may receive a training of maximum of 68 hours in case the project has been approved with a Bridge course. Apart from these, there is no specific training involved as RPL is concerned about assessment of the skills already possessed by an individual.

What is meant by Bridge course?

Bridge course in RPL program under PMKVY 2016-20 basically aims to cover the perceived gap in knowledge and understanding of the candidate regarding the core and non-core NOS (National Occupational Standard)s of a particular job role. However, in most cases, a bridge course is undertaken to enable up-skilling of candidates depending upon the demand and supply situation of the industry. A PIA (Project Implementing Agency) for RPL is required to propose and justify the need for Bridge course during project submission stage. The bridge course provision is over and above the mandatory 12 hours of orientation and can be for a maximum of 68 hours. Specific adjustments may however, be made in the modalities of provision of bridge course as per the approval Committee recommendations.

How will the scheme benefit me?

The RPL certification shall act as a legitimate proof of skills possessed by an individual. The RPL certificate issued under the Scheme has official logos of National Skill Development Corporation (NSDC), Ministry of Skill Development and Entrepreneurship (MSDE), Skill India and the concerned Sector Skill Council (SSC) and mentions the name of the job role along with the NSQF level. Successfully certified candidates under the Scheme are entitled to receive the following benefits

  • Every successfully certified candidate receives an amount of INR500
  • Candidate receive exposure to concepts of digital and financial literacy
  • Candidate receive an accidental insurance coverage for three years at free of cost (Kaushal Bima)
  • No fee is charged from a candidate for participating in the RPL program
  • RPL recognizes the value of learning acquired outside a formal setting and provides a government certificate for an individual’s skills

How is RPL program conducted under PMKVY 2016-20?

  • RPL under PMKVY can be implemented via five modes; viz. RPL at Camps, RPL at Employer’s Premise, RPL at Centres, RPL with Best-in-Class Employers and RPL through Demand. Process of implementation largely remains the same in all five modes.
  • RPL at Camps: PIA targets a particular location where a certain group/ cluster of candidates with particular skill set are consolidated. These can be industrial or traditional clusters. Ceiling amount of pay-out to PIA is INR1700 per candidate.
  • RPL at Employer’s Premise: RPL of already employed candidates is majorly conducted at the employer’s premise in this mode. The PIA may partner with an employer wherein it may choose to mobilize already employed candidates (either on permanent or contractual terms of the employer) or engage potential job seekers in that industry. Ceiling amount of pay-out to PIA is INR1400 per candidate.
  • RPL at Centres: RPL is conducted at designated training centres. This delivery channel is more suitable for candidates who are desirous of participating under RPL during weekends. Ceiling amount of pay-out to PIA is INR1600 per candidate.
  • RPL with Best in Class Employers: This mode of RPL focuses on flexible and direct collaboration with top reputed employers in different sectors through Sector Skill Councils. Sector Skill Council functions as Project Implementing Agency in this mode. Pay-out to PIA in this mode is INR500/ 800, as per guidelines. No pay-out to employer is proposed.
  • RPL through Demand: This project type envisions to participate directly with the PMKK/PMKVY Centres. In order to understand and capture the existing demand for people willing to take up RPL certification, an online Demand Aggregation Portal (http://rpldap.pmkvyofficial.org/) has been created to mobilize candidates interested for RPL at Centres.

I am an individual. Am I eligible to participate in this scheme?

  • RPL is applicable to any candidate of Indian nationality who:
  • On the date of enrolment, fits the minimum age criteria as per the Qualification Pack (QP) requirement.
  • Possesses an Aadhaar Card [verifiable alternate ID’s, such as PAN or Voter ID may be applicable for Jammu & Kashmir (J&K) and certain States in the North – East region] and a bank account.

I am an Employer. How can I participate in RPL PMKVY 2016-20?

An employer can participate in the RPL program via two ways. Firstly, an employer may collaborate with individual training providers, implementing agencies in the skill development and education domain under RPL project type 2 i.e. RPL at Employer’s Premise. The employer shall aim to get its employees RPL certified at its own premises and may opt for providing a Bridge course of a maximum of 68 hours, over and above the 12 hours of orientation. Secondly, an employer may collaborate with the concerned Sector Skill Council under RPL project type 4 i.e. RPL with Best-in-Class Employers. SSCs function as PIA in this project type. Refer question 5 for more details. Proposing entities are required to connect the concerned SSCs directly in this regards.

What is the Kaushal & Rozgar Mela ?

Social and community mobilisation is extremely critical for the success of PMKVY. Active participation of the community ensures transparency and accountability and helps in leveraging the cumulative knowledge of the community for better functioning. In line with this, PMKVY assigns special importance to the involvement of the target beneficiaries through a defined mobilisation process. Training Partners shall conduct Kaushal and Rozgar Melas every six months with press/media coverage; they are also required to participate actively in National Career Service Melas and on-ground activities.

What is the objective of mobilisation under PMKVY ?

PMKVY is applicable to any candidate of Indian nationality who is unemployed, school or college dropout, or as identified by the Sector Skill Council (SSC) for their respective job roles. The existing mobilisation goals to that effect are, therefore, expected to meet the following objectives:

  • Spread awareness about PMKVY to the community at large
  • Identify the suitable beneficiaries in accordance with the scheme guidelines
  • Counsel the identified candidates and enrol them under the courses best matched with their aptitude
  • Dovetail PMKVY with other national missions, such as Jan Dhan, to facilitate universal financial inclusion and other flagship programmes for entrepreneurship, Startup India etc.

What is a Rozgar Mela?

Rozgar Mela- The Scheme aligns itself to the common norms and, therefore, part of the Training Partner payment structure is linked to the placements. It is, therefore, important for the Training Partner to place at least 50 percent of the batch under PMKVY to ensure that its performance is not downgraded. For this, TPs must conduct Rozgar Melas mandatorily every six months with adequate press and media coverage. The Rozgar Mela must have presence of at least four companies, which would extend employment offers to the candidates who have successfully completed their trainings under PMKVY.

Do’s and Don’ts for the Rozgar Mela Training Partners:

  • Inform the National Career Service and Model Career Centres
  • Inform the candidates of employers who are attending
  • Inform the candidates of the skills that are desirable by the employer
  • Impart resume writing training to the candidates
  • Prepare candidates through mock interviews and provide feedback
  • Must ensure that candidates carry sufficient hard copies of their CVs during the interviews
  • Update the clippings/videos of the event on social media
  • Report the number of candidates who got employed on the SDMS and keep the proofs for validation

What is the definition of placements under PMKVY 2016-2020 ?

A candidate is considered to be placed if the candidate fulfils the following conditions:

  • Candidate is certified and placed
  • Candidates is placed within 90 days of certification
  • Candidate is in continuous employment (wage or self-employment) for 3 months
  • Candidates placed in wage employment are earning atleast equal to or above minimum wages as defined by the state employment guidelines

How can I upload the placement data on SDMS Placements Portal ?

  • The Placement Officer is required to sign up and generate the portal login credentials.

What should be the frequency of Upload of placement data on the Placement Portal by the training provider ?

Upload of placement data must be a continuous and on-going process, subject to receipt of mandated documents as detailed in PMKVY 2016-2020 Placement Guidelines.

When is the Training Provider eligible for 3rd Tranche Payment (20% related to placement payout) ?

The financial disbursements for tranche 3 (placement related pay-outs) are calculated batch wise. The following conditions are mandated to be met for the eligibility*:

  • Candidate should be certified and placed
  • Candidate should be placed within 90 days of certification
  • Minimum 50% of certified candidates should be placed, in which minimum 50% candidates should be placed in wage employment (flexibility for agriculture job roles, and others, as defined in the guidelines)
  • Candidates should be placed at least equal to or above the minimum wages as defined by the employment guidelines of that particular state.(applicable for placement in wage employment)
  • Candidate should be in continuous employment for a period of first 3 months with the same or another employer. Continuity may be under wage employment, or self employment, or a mix of both.

Please note:

  • Placement of reassessed candidates will not be considered for tranche 3 disbursements/ placement related incentives
  • The cycle of financial disbursement is bi-annually i.e. January – June and July to December
  • The data of placed candidates should be uploaded month on month as per the mandatory documents mentioned in PMKVY 2016-2020 Guidelines
  • All the mandatory conditions mentioned above must be met for the TP to be eligible for tranche 3 disbursement
  • Disbursement of tranche 3 is based on successful and satisfactory validation of eligible candidates by NSDC

What are the implications of low placements post training and certifications ?

Placements is a critical outcome of PMKVY 2016-2020. It is imperative that Training Providers strive to attain minimum 50% placement of certified candidates. Failure to attain placement records will lead to non-payment of 20% tranche, and non-allocation of training targets in the next cycle.

In addition, corrective actions will be taken as per the discretion of NSDC in case of low placements.

How can the Training Provider ensure maximum placements ?

Training Providers must seek for target allocation, and subsequently mobilize candidates based on the demands of the market in the said geographical location.The Placement Officer should initiate tie ups with industry lead employers, as well as local employers which would be able to furnish the required documents as per PMKVY 2016-2020 Placement Guidelines.

When will Monitoring team conduct a surprise visit ?

Monitoring team can conduct a surprise visit at any working day since the start of training for a center.

At what time a visiting inspector will visit a center ?

Visiting Inspector will have the details of batch timing for a particular center and will visit during batch hours to check compliance to PMKVY 2016-20 guidelines.

What are the parameters which is checked by visiting Inspector ?

A visiting Inspector will check the infrastructure declared by the training center on CAAF as well as other mandatory compliance to PMKVY 2016-20 guidelines

What are the actions taken against discrepant centers ?

A discrepant center will be issued a Show Cause Notice on which he has to submit evidences against issues mentioned in the show cause notice. Internal Monitoring Committee which is empowered to take action against discrepant centers analyses the responses of the center as well as the observations of the inspector and takes action basis Penalty Grid which is available on PMKVY official website.

What happens to the training center when a show cause notice is issued ?

Once a show cause notice is issued, the payments as well as SDMS login of the discrepant centers are put on hold. The same will be released if the IMC recommends warning/compliance/no action for the training center. If IMC recommends suspension/blacklisting of training center, the SDMS login will be disabled and payment of the batches running on the day of the visit or future batches (either tranche 1 paid or invoice for tranche 1 received) will be recovered from future payments.

What are the responsibilities of training partner and training center if a show cause notice is issued and the training center is suspended ?

According to the Penalty Grid, TP to be responsible for completing training of the ongoing batches for the TC(s) without any future payments. In case TP does not complete ongoing batches, it will attract a penalty of 100% of the amount. Amount to be adjusted in future payments made to TP.

How do I respond to a Show Cause notice ?

Once a Show Cause Notice is issued, it’s the responsibility of TC/TP to submit all the evidences like CCTV footage, date and time stamped photographs, required documentation etc. available for the day of visit to the Monitoring team. Show Cause Notices should be considered of utmost importance and should be responded with all the evidence available timely to avoid delay in IMCs decision.

Does monitoring team consider other evidences in resolving cases apart from Inspector’s report ?

Apart from the inspector report other evidences which are not limited to TC/TP evidences, Call Validation, AEBAS records, OBD etc are also considered.

Standard Branding & Communication

Branding is an important aspect of communicating the scheme accurately. All the Training Centres  need to brand their centres and promotional activities in accordance with these guidelines. The Training Centres  shall also promote activities conducted at their centres on various social media platforms. The branding and communication guidelines of the scheme shall be issued separately.

What are candidate level assessments ?

Candidate level assessments are the assessments that are conducted by trained, certified and third party empanelled assessors (through training of assessors -ToA)

Who is eligible for assessments under PMKVY 2016-2020 ?

All candidates who have successfully enrolled and completed the PMKVY training at the PMKVY training Centre with at least 70% attendance becomes eligible to appear for assessments.

Who conducts assessments ?

The responsibility of assessments lies with the third-party Assessment Agency empanelled by the Sector Skill Council (SSC) which shall provide fair and reliable services in a timely manner.

What happens if I fail in assessment ?

If a candidate fails, the assessment then s/he can reach out to the Training Centre.

  • The Training Centre can apply for the reassessment within 15 days of the declaration of the results. The Training Centre must ensure conduct of re-assessments within 3 months of the date of declaration of previous results.
  • The candidate can choose to re-enrol in the same or different job role provided there is a 6 months gap between date of result declaration and batch start date of the new job role.

Do I need to pay assessment fees ?

Under PMKVY 2016-2020, the entire training and assessment fees is paid by the Government of India.

What is the process for a candidate to get a certificate ?

The candidate will receive the hard copy of the certificates from their respective Training Centre or

Training Partner after the results have been approved by SSC and Certificates are downloaded by the Training Centre or Training partner.

Whom do I connect if I don’t get a certificate ?

The candidate must connect with the concerned Training Partner or Training Centre for queries related to certificates. However, in case of non-receipt of the Certificates by the Training Centre or Training Partner, the candidate may further connect with the concerned Sector Skill Council.The email ID’s of SSC Assessment SPOC’s are available in the annexure.

Who approves the results ?

The results are first approved by the Assessment agency and the final approval is accorded by the Sector Skill Council, post which the Certificates can be downloaded after 24 hours of the approval.

Is there a reward money that a candidate gets after receiving a certificate? If yes, how much ?

All passed and certified candidates shall be awarded INR 500 under the scheme, however, candidates scoring 30% or less shall only be awarded with a mark sheet.

What is Group Personal Accident Policy under PMKVY?

Group Personal Accident Policy under Pradhan Mantri Kaushal Vikas Yojana (2016-2020) is a personal accident policy for the candidatesskilled and certified by/through National Skill Development Corporation (NSDC).

What does it covers?

It provides coverage to the candidates skilled by/through NSDC under PMKVY for a Sum Insured of 2 Lakhs for Accidental Death/Permanent Total Disablement for a period of three years from the policy generation date for the Candidates certified after 31.03.2018

What is Accidental Death?

Death due to Road/Rail accident, drowning, fall from stairs, snake bite, Natural Calamities, the list is not exhaustive.

What is Permanent Total Disablement?

Permanent Total Disablement means Loss of two limbs, two eyes, or One Limb, One eye, and other permanent total disablement from accidental injuries preventing the policy holder from being able to work in the same capacity as he or She had before the injury.

What are the exclusions applicable to this Group Personal Accident Policy under Pradhan Mantri Kaushal Vikas Yojana?

  • Services on duty with any Armed Force.
  • Natural death, Intentional self-injury, suicide or attempted suicide, insanity, venereal diseases or the influence of intoxicating drugs or Alcohol.
  • Medical or Surgical treatment, Death resulting from disease/illness
  • Aviation other than as a passenger (fare-paying or otherwise) in any duly license standard type of aircraft anywhere in the world.
  • Nuclear radiation or nuclear weapons material.
  • War & war like operation, act of foreign enemy, Civil war & similar risk.
  • Child birth, pregnancy or other physical cause peculiar to the female sex.
  • Whilst committing any breach of law with criminal intent.

What is the Master Policy Number?

A master Policy number is a 20-digit number which is printed on the Certificate

How can candidates obtain their certificate?

Successfully passed candidatescan obtain their certificate either by connecting with the concerned training center/training partner or accessing the same through digi locker.

The master policy number and unique certificate number is mentioned on the certificate (highlighted in yellow) in the above certificate.

What should I Do in the event of Incident/Accident?

Intimation about the accident should be sent to the below mentioned E Mail I.D’s of the Nodal Officer for the Policy.

What Papers are required for claim in case of Death of Insured?

The papers required for claim in case of Death of Insured are as below:-

  • Intimation Letter.(Refer Annexure A)
  • Original Claim form duly filled and completed in every aspect.(Refer Annexure B)
  • Original Death certificate on the prescribed format as per State Govt. issued by the Competent Authority of Govt. Hospital.
  • Post Mortem Report, if applicable.
  • Coroner’s report.
  • Inquest report wherever necessary / applicable.
  • First Information Report (FIR).
  • Panchnama, if applicable.
  • Newspaper cutting, if applicable.
  • Photo ID proof of Nominee.
  • Policy Document containing Certificate Holding No.
  • In respect of fatal claims the payment is to be made to the nominee named under the policy. If there is no nominee, the payment is made to the legal representative as identified by Will / Probate /Letterof Administration/ Succession Certificate.
  • Where the above documents are not available, the following procedure may be followed :-
  • An affidavit from the claimant(s) that he/she (they) is (are) the legal heir(s) of thedeceased.
  • An affidavit from other near family members of the deceased that they have no objectionif the claim amount is paid to the claimant(s).

Who is the Nominee?

A nominee can be any person who has some relation to the Policy holder. A nominee is a potential successor to another’s right. The name of the nominee is mentioned on the face of the Policy Certificate.

What, if the name of the nominee is not mentioned in the policy document?

If the Name of the nominee is not mentioned in the policy document then the succession certificate from the court for the legal heir/s of the deceased will be required.

How does an organization start Biometric Attendance System (BAS) for their Candidate ?

Please submit details of the nodal officer and upload a signed request by the head of the department on skill.attendance.gov.in portal. System would send OTP to the mobile number/email id of the nodal officer which needs to be entered again on the portal for verification. Back-end administrator would then check the details of the organization submitted and make the organization active by assigning it a unique sub-domain which will be the first name of the website. Nodal officer will then be sent an email by the system giving username (which will be the sub-domain name assigned to the organization) and a password.

How does Candidate start registering on the portal ?

After nodal officer completes step 1 & 2, Candidate can start registering on-line either at skill.attendance.gov.in by submitting their details along with their Aadhaar number.

What are steps of verification of Candidate ?

Nodal Officer would need to verify details submitted by candidate including whether Aadhar number entered by the candidate belongs to them. After completing of the above verifications, candidate would be informed by SMS/Email that his registration process is completed on the skill.attendance.gov.in is completed.
